Between 1798 and 1818 there are probably only the French civil status registers available.

Obersülzen belonged to the Mayor's office of Laumersheim until 1817. Birth register are available in Landesarchiv Speyer, but unfortunately not online:

Yes, this is him. As is the marriage record you listed above. The family was Lutheran. I have the family going back to the late 1600's/early 1700's. Family lore says they were Huguenots that emigrated to Germany from France.
