here the second meaning applies: a settler being "hired" by the government to settle in a certain area to help cultivate so far uncultivated or backward areas of land

Just in order to get a basic impression regarding colonization in Brandenburg - I trust when you google for it you'll easily find more.

 
Thanks for the explanation. I am familiar with the French/Walloon colonists who arrived in Brandenburg around 1688 as I also have Huguenot heritage. I knew Johann wasn't one of these so I was somewhat confused.
